Supplementary Policy Platform 第三次新增政綱


It has been a very busy campaign trail for Chief Executive Candidate Mrs Regina Ip trying to shore up nominations to take part in the electoral process. She has been eagerly meeting with electors from various sectors, groups and citizens to collect a wide range of views and opinions on public policy and Chief Executive's mode of governance ever since she announced her candidacy. She believes the only fair election is a competitive one where candidates can debate the issues at an early stage. Through such a debating system electors can weigh up and compare the pros and cons of each candidate.

As a result of her ongoing meet-the -people crusade, she published a supplementary policy platform on 24th February (*see attached), adding ten major areas on top of the originally published policy platform. The new areas included tourism and hotel industry, healthcare services, arts and culture, the local movie and television industry, promotion of reading culture, child-friendly policy and child health support, universal retirement protection, landscape policy, support for the construction industry, and promotion of the shipping industry.

行政長官參選人葉劉淑儀女士,自公布參選以來,積極約見不同界別選委、團體及市民,收集各方對行政長官施政及政策意見,今日(24日)聯同其競選辦成員,公布(第三次)新增政綱,在原有已公布的政綱,新增十大範疇,包括支援旅遊業及酒店業、改善醫療衛生服務、培養文化藝術素養、振興本地演藝事業、推動全民閱讀以提高本地著作水平、制訂兒童友善政策以提升兒童健康、全民退休保障、制訂園境策略、支援建造業發展,及推動航運業發展。

Twenty Major Areas
更新政綱 二十範疇


On 15th December 2016, I published a preliminary draft of my policy platform, outlining nine major areas, in the order of Lands and Housing, Economic Policies, Public Finance Management, Government Structure Reorganisation, Retirement Protection, Education, Environment Protection, Culture and Sports Development, and Constitutional Reform. In the past two months, I have been campaigning with zeal and meeting with different political parties, electors from various subsectors, community organisations and citizens with diligence. The humbling experience has allowed me to understand the diverse demands and needs of various stakeholders in society, prompting me to polish and enrich my policy platform. In this updated policy platform, I have added eleven major areas, including Clean Government, Human Rights and Freedoms, Support for Small and Medium-sized Enterprises, Finance and Insurance, Shipping and Transports, Technology and Innovation, Healthcare, Population Policy, Chinese Medicine, Social Welfare, and District Planning. It is my sincere wish that this policy platform may be implemented, benefitting all of Hong Kong society.

我在2016 年12 月15 日公布的政綱初稿,先列出了九大範疇,依次包括土地房屋、經濟發展、公共財政、政府架構、退休保障、教育、環璄保護、文化與體育、政改。

這兩個月來,我積極推進競選工作,努力約見不同政黨、界別選委及各社會組解社會不同持份者的需要及訴求,以豐富我的政綱。在這份更新版政綱中,我新增了十一個範疇,包括廉潔政府、人權自由、中小企發展、金融保險業、航運交通業、創新科技、醫療衛生、人口政策、中醫藥業、社會福利、地區規劃。
期願這份政綱得能以落實,最終讓香港社會受惠。

Sir David Akers-Jones, Dr Allan Zeman, dear friends, guests, supporters, and press, Thank you very much for attending today's news conference. First of all, I would like to express my deepest gratitude for the enduring support I have received from my previous supervisor Sir David Akers-Jones and my great friend Dr Allan Zeman. It is a great honour to have them as my special advisors for this election campaign.

I must also thank Dr. Louis Shih, Mrs Peggy Lam, the New People's Party's Deputy Chair Hon. Mr Michael Tien, Vice-chair Mr Pun Kwok-shan, legislative councilor Hon. Ms Eunice Yung and our numerous district councilors for their support and endorsement. And I would like to extend my thanks to members of my alma mater St. Stephen's Girls' College, including the principal, the vice-principal, my teachers Mrs Alice Lam and Mrs Judy Chua and alumni of St. Stephen's Girls' College, as well as my schoolmates from the University of Hong Kong, Stanford University, and the University of Glasgow. They have kept watch over me since I was a young girl and their encouragement and attentive nurture has brought me to where I am today.

I would like to thank my former colleagues from my days in the government, including my former fellow Administrative Officers (AOs) and various former heads and officers of disciplined services. They have influenced my work and my career immensely over the years.

Now let me introduce my campaign team. In addition to my special advisors Sir David Aker-Jones and Dr Allan Zeman, I am very glad to have Ms Miranda Chiu joining our team as the Campaign Manager. Ms Chiu is an experienced former AO. Despite her absence today due to family matters, she has been providing full support to the campaign efforts all along.

Last evening (14th December), the New People's Party called an extraordinary general meeting (EGM) as stipulated by the party's constitution, sanctioning my participation, in my own capacity, in the upcoming Chief Executive election. I must say I am indebted to the support I have received from all of you who attended this press conference. I look forward to winning back Hong Kong with your support.

When I talk to my supporters and friends from the civil service, we all agreed that we – the post-war generation, born and bred in Hong Kong, having built our careers and families in this beautiful city - have benefitted immensely from the economic boom in Hong Kong. Undeniably, because of globalisation and the digital revolution, Hong Kong's economic slowdown and widening wealth gap, the prospects for the middle class and the young generation nowadays are much less optimistic. We all want to do our part for Hong Kong and save Hong Kong's development from plummeting. It is our sincere hope that we can pave a broader way for future generations with our experience and strengths.

Over the past few years, the rejection of the political reform proposal, 79 days of occupy movement and the recent controversy surrounding LegCo's oath-taking saga have led to unprecedented division and hostility among Hong Kong's society.

Relations between the executive and the legislature are deteriorating. Hong Kong-Mainland relations are poisoned with antagonism and ideas of separation/Hong Kong independence are slowly fermenting. Hong Kong's image in the international community suffers. These predicaments that plague our lovely city cause pain to every heart that wishes the best for Hong Kong.

鍾逸傑爵士Sir David Akers-Jones、盛智文博士Dr. Allan Zeman、史泰祖醫生,各位好朋友、各位來賓、支持者、傳媒朋友,大家好。非常多謝在座各位出席今天的新聞發布會。

首先,我要特別多謝我尊敬的前上司鍾逸傑爵士及好朋友盛智文博士的長期支持,並且擔任我競選辦的特別顧問。多謝史泰祖醫生、林貝聿嘉女士、新民黨常務副主席田北辰先生、副主席潘國山先生、立法會議員容海恩小姐,與及新民黨的眾多區議員的支持。 同時,感謝我的母校聖士提反女校校長、副校長,曾經教過我的老師林李翹如女士及蔡張杭仙女士,及多位聖士提反校友;香港大學及史丹福大學的校友等等蒞臨。上述多位老師可謂「由細睇到我大」,非常感謝他們的栽培及鼓勵。

另外,亦要多謝我在政府工作時,在政務官職系的多位舊同事,及多位前紀律部隊首長及舊部屬,親自到場支持。多年來,他們對我不離不棄,有他們的支持,我才能走到今天。

我在此介紹我的競選團隊。除了邀請到鍾逸傑爵士及盛智文博士擔任我的特別顧問,我亦邀得趙崇幗女士出任我的競選辦主任。趙女士是非常資深的政務官,她因為有家事,今天未能出席,但她一直默默支持競選團隊的工作。

昨晚(12月14日),新民黨根據黨章規定,召開了特別會員大會,通過了讓我以個人身分,參加今屆行政長官選舉。我在這裡感謝今天所有出席的人士,感謝他們對我的支持,希望各位和我一起,一齊贏返香港。

為甚麼我要參選?我和一些公務員朋友、支持者討論時,大家都同意,我們這一代,戰後出生,在香港土生土長的人,受惠於香港的經濟起飛,我們都能夠組織家庭、發展事業,擁有豐盛的人生。

但相比起來,面對全球經濟一體化及數碼科技革命,本港經濟放緩,貧富差距加大,的而且確,新一代的中產及年輕人,發展的機會比我們這一代是相對遜色。我們都想回饋社會,不想看到香港的發展走下坡。我們希望貢獻我們的經驗及力量,為下一代尋找更廣濶的出路。

近年,經歷了政改方案遭否決、79天佔領運動,與及最近的立法會宣誓風波,香港社會前所未有地撕裂、分化,行政立法關係對立,香港和內地關係不和諧,甚至有分離思想、港獨思緒滋生,香港的對外形象下滑,凡此種種,都讓人痛心。

我和各位香港市民一樣,希望我們所愛的香港,能重回正軌。只要人和人之間有互信,社會和諧,年輕人能發揮所長,香港一定比往日更閃耀。因此,我覺得我要站出來,為香港做更多事,帶領香港邁向更好的未來。在此關鍵時刻,我決定參選。

明報專訪 新民黨主席葉劉淑儀接受訪問時表示,原預料在各界別有機會爭取到200 至300 提名票入閘參選,但沒料到建制票一面倒流向對手林鄭月娥,她否認是因對方受建制派擁戴而妒忌或「酸葡萄」,指若換轉身分,自己一定不會盡攬提名票, 「假若我是林太,我會希望贏得光彩些。怕什麼辯論、競爭?」經此一役,葉太認為1200 人選委會的選舉制度,無論如何也要檢討。

【明報文章】去年5月,全國人大常委會委員長張德江訪港,談到「一國兩制」的實踐,強調「勿忘初心」。中國是實行權力集中制的單一國家,而香港過去百多年在殖民地政府管治下,深受西方文化影響,發展出不同的制度,故「一國兩制」對國家而言是一個大膽的嘗試,本意就是要保留香港的特色和優勢。

與青年創業家對談

我一直十分鼓勵年青人創業,早前,我就去到中環的一家咖啡店,與幾位年青的創業家互相交流。他們從外國引進新的知識、新的技術,憑著拼勁熱誠,努力開拓自己的事業,這一點我是十分支持的。而我認為,年青人創業除了要有新思維以及足夠的資金外,經驗也十分重要。所以,若各位年青人有志創業,不妨在目前受僱的崗位上努力做到最好,吸收經驗及拓展自己的人脈,這對未來踏出創業之路時將會事半功倍。

觀塘天光墟

今天大年初三清早,我應「撐‧基層墟市聯盟」邀請,到訪觀塘協和街一帶的天光墟,和在那兒擺檔的檔主交流,了解他們的生活困難及擺賣情況。 好幾位檔主都說,他們擺檔近二十年,天濛光四時便出來開檔,有的賣衣物、賣玉器、賣家品等等,到七八時附近街舖開店,他們便會自行收攤離開。擺檔的大多是長者,他們沒領綜援,靠擺檔每天做一百幾十元生意,自力更生,在夾縫中生存。 他們訴說昨天大年初二,食環署人員多次來驅趕他們,他們有苦自己知。我相信政府要維持市容整潔及衞生,但新年流流可以通容一下。 低收入基層市民是社會需要關顧的一群,政府要研究如何援助他們。香港有多個天光墟,像觀塘天光墟,全盛時期會有四五十檔在擺賣,基層市民靠自己的能力賺取微薄生計,大清晨擺檔,只要自律,保持地方清潔衞生,不阻塞通道,不影響其他店舖的正常經營,我認為政府可寬鬆處理。
